History and Analysis


The three-story tenements at 15-17 Troutman Street was built in 1882, and 15 Troutman was built to house two families. Designed by John Platte and built by Henry Loeffler for owner Charles Mills, 15 Troutman Street is 25 feet wide by 42 feet deep and 44 feet high. A spruce-framed building with outer walls of brick, this structure was built on a concrete base, with a bluestone and brick foundation. It was also built with three chimneys and a flat tin roof at a cost of $4200.
[1] The structure at 17 Troutman Street was built on Portland cement stone footings and a Portland cement concrete foundation iwht uper walls of brick and Portland cement and a tar and gravel roof.[2]
